A setup trades real dollars only after it proves itself on paper. The license is earned, never granted โ and it is earned per setup, not per trader.

Expectancy > +0.2RAverage R-multiple across the reps must be positive โ the setup makes money per unit of risk, on average. That's expectancy, the only number that compounds.
Win rate โฅ 40%The win rate floor keeps a lottery-ticket setup (2% winners, huge R) from graduating on luck.
